The "Meme Meme" thing basically seems like a way to find out how many of the people who read you like to click on things. Right now it says "5 people referred by me directly" which means that five people have clicked on the link on my post (or maybe one person just clicked five times?). If those people put their newly-generated Meme Meme thing in their journals and people click on those links, then another level will show up on my journal. The most elaborate example I've seen so far is here, though I'll be surprised if mine even gets to level 2.
