Darth, you must not have had your morning caffeine yet. Hurricanes are big things. Nobody can walk fast enough to walk out of a hurricane zone. If someone has no car and cannot afford to take the Greyhound before they close the bus station (as they did on the Saturday before the storm hit), then they are indeed too poor to get out of the disaster area.
